Your maturity level is your weakest strategy, not your average

This is the single most misunderstood part of the Essential Eight, and it changes how you should plan the work.

The ACSC maturity model does not average across the eight mitigation strategies. Your organisation’s maturity level is the lowest level achieved across all eight. Seven strategies at Maturity Level 2 and one at Level 0 makes you a Level 0 organisation, not a Level 1.75 one.

The practical effect is that uplift money is best spent on your worst strategy rather than on polishing the ones you are already good at. Most organisations we assess are strong on patching and backups and weak on application control and restricting administrative privileges, because the first two are tooling problems and the last two are operational discipline problems.

It also means an honest assessment has to report each strategy separately. A single headline score hides the one thing you needed to know.

Who it is actually mandatory for

The answer depends entirely on who is asking.

Non-corporate Commonwealth entities are required to reach Maturity Level 2 under the Protective Security Policy Framework. For them it is a compliance obligation with reporting attached.

State government requirements vary by jurisdiction. In Queensland, IS18:2018 requires departments to meet the Essential Eight alongside an ISO 27001 based information security management system, with annual attestation by the accountable officer.

Private business has no legal obligation to implement the Essential Eight. In practice it arrives anyway, through contracts. Government and large enterprise buyers increasingly push Essential Eight requirements down into their supply chains, so the first time many businesses encounter it is in a tender document rather than a regulation.

If you are in that third group, the useful question is not “is it mandatory” but “which of my customers is going to ask, and what level will they want”.
